Operation Encompass

Operation Encompass

Operation Encompass is the information sharing platform between police, health visitors and education providers for children from 26 weeks of pregnancy to 18 years. Operation Encompass received Royal Assent on 24th May 2024 under the Victims and Prisoners Act. It places an obligation on police to share information regarding incidents of Domestic abuse, Child to parent violence and peer to peer relationship abuse.


North Yorkshire Police has a dedicated Team of 2 officers who are part of the Vulnerability Assessment Team and manage our operation encompass processes. Police send an Early alert email notification to schools advising them that an incident has occurred. This email includes the child’s name, date of the incident and the police reference number. This is followed up with further information to schools with trained DSL’s later in the day.

Further information provided will include:

  • The date/time and location of the incident.
  • The persons involved in the incident and their relationship to one another.
  • The context of the incident.
  • If the child was present/not present – if they were present where they were in relation to the incident.
  • The voice/demeanour of the child – including if the child was spoken to in the presence of an adult/officer only.

The information allows schools to provide pastoral support, early intervention, understanding and empathy for the children in their care.
It helps them to understand the lived experiences of the child/ren and tailor their approach. The Early alert email provides advice and
guidance regarding actions required, any follow up and advises that a trauma informed approach should be taken.
