No Wrong Door – RAISE Approach

Introduction

RAISE stands for Risk, Analysis, Intervention, Solution and Evaluation and is the approach used to assess and manage risk for appropriate young people who are receiving a service from No Wrong Door (NWD).

It is a multi-agency intelligence-led approach to risk that brings together key professional stakeholders within a young person’s life. The aim is to consider their ‘real’ risk and agree a shared plan of support and interventions, to help manage and reduce it.

The multi-agency team take a psychologically informed and child centred approach to work both with risk and a young person’s agency.

One of the key underpinning principles of RAISE includes the NWD ‘provocations’, specifically:

• Are we managing the risk for the young person or for the organisation?

How is RAISE used?

RAISE is a partnership based approach to jointly hold and support the management of risk, to promote improved safety for young people. Intelligence and information gained from the key embedded roles within NWD, and across the team working with the young person, is used to create a contextual picture of risks. This is then converted into a shared plan to manage and mitigate against them.
Though the multi-agency team are encouraged to ‘be brave’, innovative and to operate with ‘safe uncertainty’, RAISE cannot eradicate risk. It works with the young person to minimise its effects to improve safety.

Ultimately, safeguarding remains the primary focus of the multi-agency team working with the young person, which would include the young person’s social worker.

Information Sharing

The embedded roles within the No Wrong Door team provide real-time updated information and intelligence regarding the young person and their current situation. Therefore, the RAISE meeting is timely, dynamic and as informed as possible in its ability to define and plan for risk.

Due to the access to sensitive intelligence, including information from a range of different sources, alongside the need to create an open and honest environment, then this process is only open to relevant professionals and is governed by agreed information sharing protocols, which everyone needs to work within.

The agreed partnership information sharing protocol is available from NWD and an overview of the key points is given at the start of each meeting.

It is very important for participants within the RAISE approach to understand and adhere to the information sharing protocol, as to not do so may jeopardise future ability to continue to hold meetings under the current agreements.

RAISE and Care Planning

RAISE aims to address specific risk areas and to create a bespoke plan to manage and mitigate areas of concern. RAISE plans are dependent on all agencies taking an active role to work in a shared partnership approach to support the young person.

RAISE is not strictly confined to discussing individual young people. Therefore, the approach can be used to discuss groups of young people or areas of specific concern, such as drug use, crime or community hotspots. This adds to developing the contextual narrative that can support improved safeguarding.

RAISE is not a replacement for care planning for a young person, but seeks to compliment on-going care planning for a young people receiving a service from NWD.

The plan holding Social Worker and /or a representative on their behalf are crucial participants in the RAISE approach.
