New Training Resource: Understanding Slavery and Trafficking Risk Orders (STROs)

The North Yorkshire Safeguarding Children Partnership (NYSCP) is pleased to share a valuable new training resource developed by the National County Lines Coordination Centre (NCLCC).

The NCLCC, funded by the Home Office, coordinates national law enforcement activity across England and Wales to tackle county lines activity, increase understanding of the threat, and support best practice across safeguarding and enforcement agencies. Its mission is to prevent county lines and the associated violence and exploitation of vulnerable children and adults.

As part of this work, the NCLCC Continuous Improvement Team has developed an engaging new training video focused on Slavery and Trafficking Risk Orders (STROs). The resource has been designed to help police and safeguarding professionals better understand how STROs can be used to disrupt individuals who pose a risk of exploiting others and to safeguard potential victims.

What will you learn?

The training video provides practical guidance on:

  • Recognising how concerning or risky behaviours – even where no criminal offence has been committed – can contribute to an application for a Slavery and Trafficking Risk Order.
  • Recording and evidencing concerns in a way that protects the anonymity and safety of victims while maintaining positive relationships with children and vulnerable adults.
  • Understanding the role of STROs in managing risk over the longer term and preventing future harm.
  • Building confidence amongst safeguarding partners to work collaboratively to disrupt individuals involved in exploitation who may otherwise appear difficult to challenge.

The video takes viewers on a step-by-step journey through the STRO process, helping professionals understand both the importance of the orders and the role they can play in identifying, sharing and evidencing risk. Helpful chapter markers are included, making it easy to revisit specific sections when needed.

Who should watch?

This resource will be of interest to professionals across the safeguarding partnership, including children’s social care, education, health, police, youth justice, voluntary sector organisations, and anyone involved in identifying or responding to exploitation concerns.
